Biography
Todd emigrated to Dunedin on the ship Nelson in 1888, came to this region in 1890 (no.10) and in 1891 became a pioneer leaseholder in Waikohu. In 1919 Todd retired to Gisborne due to bad health. In 1920 he was elected to the Gisborne Borough Council and Harbour Board, and then became Deputy-Mayor for one term. He also promoted the Electric Power Board and took a special interest in providing park and seaside amenities in Gisborne. He was an opponent of the Gisborne MP, W Douglas Lysnar.
