This "unusual structure" would have been the temporary Kaiti Footbridge. It was erected so that those could cross to the Kaiti side whilst the new Gladstone Road bridge was being constructed. It is likely that this would have been ANZAC Day 1924. The footbridge was made from old parts of the existing wooden Gladstone Road bridge.
